Microsoft just struck a sweeping agreement with the US General Services Administration to bring Microsoft 365, Azure, Copilot, and AI services across federal agencies, with an expected $3 billion in savings in the first year.

At the same time, OpenAI is acquiring Statsig and bringing in its founder Vijaye Raji as CTO of Applications to accelerate experimentation and scale product engineering.

Microsoft and GSA Ink a Government-Wide AI and Cloud Deal

Intelligence: Microsoft and the US General Services Administration announced a unified agreement to deliver productivity, cloud, and AI services across federal agencies, including Microsoft 365 Copilot at no cost for up to 12 months for millions of G5 users, with an expected first-year savings of $3 billion.

• Government agencies get Microsoft 365 and Copilot, Azure with significant discounts and waived data egress fees, AI agents with no per-agent fees, Dynamics 365 for operations, and security through Entra ID and Sentinel.

• A government-wide unified pricing model under GSA’s OneGov lets agencies opt in to any or all offers through September 2026, with discounted pricing available for up to 36 months.

• GSA expects 3 billion dollars in first-year savings, Microsoft is adding 20 million dollars in implementation support and cost optimization workshops, and the total estimated value over three years is more than 6 billion dollars.

• Microsoft 365, Azure, and key AI services are authorized at FedRAMP High. Copilot has a provisional authorization from the Department of Defense with FedRAMP High expected, and the services meet more than 400 controls under NIST 800 53.

• Tools aim to automate workflows, analyze data, and improve collaboration, with AI agents for citizen inquiries, case management, and contact centers, plus Dynamics 365 to improve service delivery, supply chains, and field response.

Vijaye Raji Joins OpenAI as CTO of Applications as OpenAI Moves to Acquire Statsig

Intelligence: OpenAI will acquire Statsig and appoint its founder, Vijaye Raji, as CTO of Applications to lead product engineering for ChatGPT and Codex, aiming to speed safe and reliable product development.

• Raji will report to Fidji Simo and lead product engineering across core systems and product lines, including infrastructure and integrity, drawing on his experience as Statsig founder and a decade running large-scale consumer engineering at Meta.

• OpenAI says the move supports scaling ChatGPT and new applications for hundreds of millions of users with strong engineering systems, fast iteration, and a focus on quality and safety.

• OpenAI is buying Statsig, an experimentation platform for AB testing, feature flagging, and real-time decisioning that already powers OpenAI workflows, to accelerate experimentation across the Applications organization.

• After closing, Statsig employees will join OpenAI while the product continues operating independently from its Seattle office, with a measured approach to integration to maintain continuity for current customers.

• The combined team plans to automate rapid experimentation and tighter feedback loops to deliver more responsive experiences for people, businesses, and developers.
