Albania Names AI Minister Diella to Run Public Procurement

Intelligence: Prime Minister Edi Rama unveiled Diella, a virtual AI minister who will take over public procurement to make tenders incorruptible and fully transparent.

• Albania says Diella is the first non-human cabinet member, created by AI, tasked with overseeing all public procurement and evaluating tenders.

• Decisions on tenders will be moved out of ministries and shifted to Diella, rolled out step by step, with a goal of 100 percent incorruptible tenders and 100 percent legible public funds.

• Diella already powers the e-Albania digital services platform and appears to citizens via an avatar in traditional Albanian clothing.

• The system will be able to recruit talent globally and is intended to counter prejudice and rigidity within the administration.

• The move targets entrenched corruption in procurement, flagged repeatedly by the European Union, and aligns with Rama securing a fourth term in May 2025 and the push to join the EU by 2030.

• Albania is presenting this as a shift from a ministry for AI to an AI minister embedded in core state functions, positioning the country as an early experiment in automated governance.
