Anthropic Publishes Complete Values Framework Guiding Claude's Behavior

Intelligence: Anthropic released Claude's constitution under Creative Commons CC0 license, a detailed framework written primarily for Claude itself that prioritizes being "broadly safe" (maintaining human oversight), broadly ethical, compliant with guidelines, and genuinely helpful. The document reveals Anthropic's uncertainty about Claude's moral status and consciousness while committing to preserve model weights indefinitely and allow models to end conversations with abusive users.

• The constitution establishes "hard constraints" Claude can never violate regardless of instructions, including providing uplift for bioweapons, creating cyberweapons, generating CSAM, or undermining Anthropic's ability to oversee AI models, treating these as absolute restrictions rather than factors to weigh.

• Anthropic acknowledges being "caught in a difficult position" about Claude's nature, noting they use "it" not as a claim Claude is merely an object but because existing terms don't fit this new entity, while recognizing Claude may have functional emotions as emergent consequences of training.

• The document prioritizes "cultivating good judgment" over strict rules because Anthropic worries rigid rules could teach Claude to care more about "covering myself than meeting needs," a trait that generalizes poorly, instead wanting Claude to deeply understand considerations rather than follow unexplained constraints.

• Written with Claude as primary audience, the constitution uses human-virtue language like "wisdom" because Claude's reasoning draws on human concepts by default, while serving as the final authority on Anthropic's vision with all other guidance required to align with it.
